Weiling Yang is a Partner and Head of the Intellectual Property and Cross-Border E-Commerce Practice Group at a leading national law firm in Quanzhou, Fujian Province. Combining rigorous academic training in common law systems with extensive international business experience, Ms. Yang specializes in protecting Chinese enterprise brands during global expansion, defending against U.S. International Trade Commission (USITC) Section 337 investigations, dissolving federal court temporary restraining orders (TROs), and advising on foreign direct investment (FDI).

In cross-border intellectual property litigation and portfolio strategy, she develops global trademark, patent and copyright portfolios for outbound brands, defends against cross-border IP infringement litigation and supports patent invalidation proceedings.

In USITC Section 337 investigations under section 337 of the Tariff Act of 1930 (19 U.S.C. § 1337), she represents manufacturing exporters and brand owners in unfair competition and patent infringement investigations before the Commission in Washington, D.C.

In U.S. federal court TRO defense and e-commerce compliance, she defends cross-border e-commerce merchants and direct-to-consumer brands against ex parte Schedule A temporary restraining orders in U.S. district courts such as the Northern District of Illinois and the Southern District of New York, works to unblock frozen PayPal and Amazon accounts, and negotiates settlements.

In foreign direct investment and corporate governance, she advises multinational corporations on inbound FDI, joint venture corporate governance, charter capital compliance and foreign exchange registrations in China.

Local Practice

Quanzhou is a major supply base for cross-border e-commerce, with dense clusters of footwear, apparel, bags and craft manufacturers selling globally through Amazon, eBay and other platforms. Brands from the region are frequent targets of Schedule A TRO lawsuits and competitor IP takedowns. Ms. Yang's regional practice reflects this economy: she advises exporters on Freedom-to-Operate clearance, Madrid System and PCT filings, Amazon Brand Registry enrollment, DMCA counter-notifications under 17 U.S.C. § 512(g), and emergency response when accounts are frozen, while supporting foreign investors establishing joint ventures in the region.

Representative Work

Ms. Yang's representative work includes representing Chinese consumer electronics and resin craft manufacturers in a Section 337 patent and trademark investigation before the USITC, successfully avoiding a General Exclusion Order and securing a favorable consent order; defending over 80 cross-border e-commerce sellers against ex parte Schedule A TRO lawsuits in the U.S. District Court for the Northern District of Illinois, dissolving frozen PayPal and Amazon accounts and reducing settlement demands by over 85%; and formulating an international IP protection strategy across more than 30 jurisdictions for a prominent D2C consumer brand while advising a European manufacturing group on a USD 50 million joint venture FDI project in China.

Languages and Engagement

Ms. Yang holds an LL.M. in Intellectual Property and International Business Law and an LL.B., and is admitted to the Bar of the People's Republic of China. She is fully bilingual in Mandarin and English and conducts legal advocacy directly in English. She is available to advise Chinese brands expanding overseas and foreign enterprises entering China.
