When the city layer is relevant
Use the Dongguan layer when the legal fact follows a Dongguan factory, OEM/ODM line, tooling or workforce. Keep Shenzhen for SCIA/tech HQ and Guangzhou for provincial commercial seats.
If none apply, start from the national practice guide. If one applies, use the local practice pathway that matches the workstream.
Province → city
Start with the city or legal system holding the factory, technology, entity, workforce, authority or forum. A customer or headquarters address does not displace Dongguan manufacturing facts.

06 · How to hire
A short brief helps a lawyer assess scope, conflicts, timing, and team before engagement.
Describe the supplier delay, defect, withheld tooling, trade-secret leak, unpaid invoice, acquisition or employee issue.
Ask about experience with the relevant product, factory model, contracts, quality system and supply chain.
For manufacturing work, test experience with OEM/ODM, tooling, quality, trade secrets, patents, designs and termination.
Check actual language, Incoterms, customs, arbitration, international evidence and overseas-counsel coordination experience.
Match the matter to the relevant Dongguan court, arbitration, labour or IP route; do not assume jurisdiction.
Define deliverables, evidence collection, technical expertise, translation, preservation, fees and enforcement strategy.

Dongguan is a manufacturing- and export-led Greater Bay Area legal market where foreign-client work frequently combines supply-chain contracts, OEM and ODM manufacturing, IP and trade secrets, employment, customs, product quality, industrial real estate, foreign investment and commercial disputes.
A Dongguan manufacturing matter rarely belongs to one legal category. The commercial contract, tooling, intellectual property, quality standard, workforce, customs route, payment structure and dispute clause should be reviewed as one operating system.

Dongguan’s first-instance court network is organized around the First, Second and Third People’s Courts together with local people’s tribunals serving assigned towns and subdistricts. Examples in current public materials include Nancheng, Shijie, Dongcheng, Houjie, Dalang and Fenggang tribunals.
