Shenzhen

Technology · venture investment · Qianhai · data/IP

Use Shenzhen when the company, IP, data flows or investment vehicle is in the tech corridor — especially Qianhai or Hetao-related work.

Guangzhou

Trade · commercial activity · manufacturing

Use Guangzhou for provincial commercial work, trade fairs, traditional manufacturing groups, and many Guangdong-wide contract disputes.

Hong Kong

Common law · finance · arbitration · cross-border deals

Use Hong Kong when governing law, listing, funds, or the dispute seat is common-law — even if operations sit in Guangdong.

Foshan / Dongguan

Manufacturing and supply chains

Use these cities when the factory, OEM, employment headcount or goods in transit are the legal centre of gravity. Also see the Foshan guide.

Zhuhai / Macao

Hengqin and cross-border activity

Use Zhuhai when the project is Hengqin, west-bank logistics, or Macao-adjacent investment. Macao remains a separate legal system.

02 · Regional context

What is the Greater Bay Area?

The GBA is a policy and commercial cluster linking nine Guangdong cities with the Hong Kong and Macao SARs. For legal work, treat it as three systems that often sit in one transaction — not as a single court or company-law regime.

01

Guangdong

Mainland PRC law, courts and company structures. Shenzhen, Guangzhou, Foshan, Dongguan and Zhuhai sit here.

02

Hong Kong

Common law, independent courts, and a frequent seat for finance, funds and arbitration.

03

Macao

Civil-law SAR; commercially relevant with Hengqin and Zhuhai cross-border projects.

07 · Before the call

Ask the regional question first.

Useful search content without a wall of prose. Answers remain visible HTML for accessibility and SEO.

01Is the Greater Bay Area one legal system?
No. Guangdong applies PRC law. Hong Kong and Macao are separate SAR systems. Many deals combine an onshore operating company with a Hong Kong holding, finance or dispute clause.
02Should I start with Shenzhen or Hong Kong?
Start with the market that owns the asset, licence, employees or forum. Tech and Qianhai work often begins in Shenzhen; funds, listing and many arbitration clauses begin in Hong Kong.
03When is Guangzhou the better market than Shenzhen?
When the counterparty, factory group or court is in Guangzhou, or the matter is provincial commercial activity rather than Shenzhen tech/investment.
