What 劳务派遣 means
Dispatch is regulated as a special employment arrangement and is not a general substitute for direct hiring. Statutory restrictions apply to agency qualifications, job categories, equal-pay principles and use by the receiving entity.

Translation note
劳务派遣 is “labour dispatch” or “agency dispatch”. It is not the same as outsourcing, where the supplier is responsible for a service result rather than simply supplying labour.
