Qianhai Court Guide for Foreign Parties
The Qianhai Cooperation Zone People’s Court in Shenzhen is a practical forum for many foreign-related commercial disputes connected to Qianhai and the Greater Bay Area. Why Qianhai is different
Qianhai is a policy pilot for closer Guangdong–Hong Kong–Macao cooperation, including legal-service experiments and foreign-related commercial practice. The court is designed to handle cross-border commercial cases with more specialized docket experience than a generic local court.
For foreign clients, the value is local procedure knowledge, proximity to GBA evidence, and judges more accustomed to foreign-related commercial fact patterns—not a waiver of PRC civil procedure or mandatory law.
What typically lands here
Foreign-related sales, distribution, service, and investment disputes with a Qianhai or designated jurisdictional nexus; certain commercial claims assigned under local rules. Pure criminal, family, or labor cases follow other paths.
Jurisdiction is technical: confirm with counsel whether amount thresholds, defendant domicile, agreement clauses, or zone rules place your case in Qianhai versus Shenzhen Intermediate Court or arbitration.
Procedure notes
Chinese proceedings; foreign corporate formalities; service and evidence rules still apply. Hong Kong–related documents and bilingual contracts are common—plan translation and authenticity early.
Arbitration clauses remain decisive when valid. Many sophisticated GBA contracts still choose SCIA, HKIAC, or other seats; the Qianhai Court matters when litigation is the path or interim relief is needed onshore.

Map assets and performance locations before filing. Zone branding does not guarantee easier enforcement elsewhere in China. Coordinate with Hong Kong or offshore strategy if group entities sit outside the PRC.
