Renewable power development in China combines energy planning, project approval or filing, land and sea-use rights, environmental and construction controls, grid access, market registration and local operating rules. The route differs materially for utility-scale wind or solar, distributed photovoltaic generation, storage, virtual power plants and other new market participants.

Begin with the technology, capacity, location, project stage, ownership and intended sale or self-use model. Map the competent energy authority, grid company, trading centre and every site-specific approval before relying on a timetable, tariff assumption or connection promise.

Classify the asset and business model

Define the generation technology, installed and export capacity, utility-scale or distributed status, storage configuration, self-consumption, grid sales, direct transactions and environmental attributes. For distributed photovoltaic projects, verify the 2025 national classification and management rules rather than relying on the superseded 2013 framework.

Planning, approval and filing

Check national and provincial energy plans, development quotas or competitive allocation where applicable, project approval or filing, construction timing and reporting. Confirm whether a change in investor, capacity, equipment, site, grid point or operating model requires an update, fresh procedure or consent.

Site control and resource rights

Verify land classification and title, lease or use rights, planning, forestry and grassland, agricultural-land, sea-area, rooftop and building rights, access and cable corridors. Test title continuity for the full operating term and document restoration obligations. Rooftop control should address structural condition, owner changes, access, repairs, demolition and allocation of generation benefits.

Environmental, construction and safety permits

Build an approval matrix covering environmental assessment, water and soil conservation, flood control, cultural relics, construction, fire, occupational and production safety, grid works and commissioning. Do not start works merely because the energy project is filed. Track permit dependencies and conditions through design, procurement and construction.

Grid connection and system studies

Preserve the connection application, capacity assessment, system study, access opinion, engineering boundary, technical standard, testing, dispatch and commissioning documents. Allocate upgrade cost, delay, curtailment, reactive-power, metering, communications and data duties clearly. Distinguish a preliminary connection indication from a binding and implementable right.

Electricity-market registration

The 2024 registration rules cover generation companies and new participants including storage, virtual power plants, smart microgrids, distributed resources and charging facilities. Identify the correct registered entity, trading unit, technical conditions, information duties, credit arrangements, change procedures and exit consequences under the applicable regional or provincial rules.

Revenue and trading strategy

Model medium- and long-term, spot and auxiliary-service participation separately, together with regulated settlement elements and local renewable mechanisms. Stress-test quantity, price, basis, imbalance, curtailment, congestion, negative-price or settlement exposure where relevant. Avoid treating a policy objective, forecast or non-binding allocation as guaranteed revenue.

Power purchase and related contracts

Align grid, market, offtake, direct-power, aggregation, energy-management and environmental-attribute arrangements. Define delivery point, metering, losses, scheduling, deviation, curtailment, price change, certificates, carbon attributes, change in law, force majeure, credit support and termination. Corporate renewable claims should match the actual electricity and attribute chain.

Investment, acquisition and finance

Diligence project allocation, filing, site rights, permits, connection status, construction compliance, equipment warranties, subsidies or receivables, market registration and historical settlement. Confirm foreign-investment and security-review issues where relevant. Finance documents should address account controls, security, insurance, completion tests, change restrictions and enforcement continuity.

Construction and supply chain

Coordinate EPC scope, equipment supply, grid works and owner obligations around a single critical path. Record performance guarantees, degradation, availability, testing, liquidated damages, serial numbers, warranty assignment and cybersecurity requirements. Screen sanctions, export controls, forced-labour and destination-market traceability risks for imported or exported equipment.

Operations, compliance and incidents

Maintain licenses, dispatch compliance, market reporting, metering, equipment and vegetation management, environmental controls, safety systems, emergency plans, cybersecurity and personal-information controls. Preserve raw operational data and regulator or grid communications. Route pollution, fire, casualty, grid or data events into their specific reporting regimes.

Repowering, transfer and decommissioning

Before transfer or material alteration, verify approval, filing, grid, land, lender and counterparty consents. Plan removal, recycling, hazardous materials, land restoration and continuing monitoring. Asset retirement obligations should be costed and secured rather than left to an end-of-term negotiation.
