Expropriation disputes depend first on the legal object and government act. Distinguish collective-land acquisition, expropriation of buildings on state-owned land, emergency requisition, negotiated relocation and enforcement against unlawful construction. Identify every decision, issuing authority, announcement and service date before calculating compensation or choosing a remedy.

Preserve originals, authenticated registry results, dated communications and payment evidence. Build separate regulatory, contractual and dispute timelines because an administrative complaint does not necessarily preserve a civil deadline.

Identify the legal route

Collect the land-status and title records, project approvals, public-interest basis, scope announcement, investigation, compensation plan, taking decision and implementation documents. A demolition contractor or developer may not be the correct respondent.

Procedure and participation

Check statutory planning consistency, notice, consultation or hearing, household and asset survey, publication and service. Preserve objections and proof of submission.

Valuation and compensation

Build separate schedules for land or building value, attachments, crops, relocation, temporary resettlement, business interruption and available replacement property. Challenge the valuation through the specified review and expert route where applicable.

Agreement or compensation decision

Review payment timing, replacement title, delivery conditions, transition period, default, taxes and household allocation. If no agreement is reached, identify the formal compensation decision and its review deadline.

No forced removal before lawful steps

For state-owned urban buildings, compensation precedes relocation and unlawful coercion or utility interruption is prohibited. Record conditions, video, inventories, witnesses and police or emergency contacts when interference is threatened.
