Disability rights in China span the Law on the Protection of Persons with Disabilities, the Accessibility Environment Construction Law, employment and education regulations, social-security rules and local implementation. Start by identifying the person’s functional need, the service or opportunity affected, the responsible operator or authority, and whether formal disability certification is legally required for the benefit or process sought.
Preserve the application, refusal or inaccessible interaction; photographs or recordings of the barrier; technical and service standards; disability or medical records where relevant; communications requesting assistance; employment or education documents; and every complaint and service date. Protect sensitive health information and distinguish an accessibility correction from compensation or another individual remedy.

Define the right, barrier and responsible body
Identify whether the issue concerns a building, road, transport service, website or application, communication format, government service, examination, education, employment, housing, healthcare or benefit. Record the operator, owner, employer, school or public authority and the exact requested outcome.
Separate disability status from accessibility need
A disability certificate may be required for specified benefits, quotas or services, but the 2023 Accessibility Environment Construction Law also extends accessibility convenience beyond formally certified persons to others with accessibility needs. Do not demand unnecessary diagnosis details when the functional barrier and requested service can be addressed with less sensitive information.
Facilities, transport and the built environment
New, renovated and expanded residential, public, transport and road projects must comply with applicable accessibility construction standards. Existing facilities, designated parking, accessible routes, lifts, toilets, signs and emergency arrangements have maintenance and management duties. Preserve measurements, plans, photographs, dates and obstruction evidence.
Information and public services
Assess accessible websites, applications, telecommunications, emergency information, audiovisual content, publications and self-service equipment, together with assistance in government, healthcare, financial, cultural and other public services. The responsible regulator varies. Describe the task the person could not complete and test with relevant assistive technology where appropriate.
Education and examinations
Disability-based education discrimination is prohibited, and eligible applicants should not be refused admission contrary to law. Schools and examination organizers must address legally required support and accessible service. Preserve admission criteria, assessment records, the requested adjustment, reasons for refusal and evidence of feasibility and educational need.
Employment and workplace protection
Employers have duties concerning disability employment, suitable work, labour conditions, protection, training and nondiscrimination in promotion, pay, insurance and welfare. Separate recruitment discrimination, workplace accessibility, occupational injury, medical capacity, termination and disability-employment quota or fund questions. Use the applicable labour process and deadline where an individual employment dispute exists.
Complaints, supervision and public-interest routes
The Accessibility Law permits complaints and reports to competent government departments, which must handle and respond. Disability federations and ageing organizations can participate in supervision, and procuratorates may issue recommendations or bring public-interest litigation for conduct harming the public interest. Identify the regulator and request a concrete inspection, correction or response.
Individual remedies and evidence
Administrative reconsideration or litigation, labour arbitration, civil claims, education complaints and other routes may apply depending on the actor and act. A regulatory correction does not automatically compensate individual loss. Preserve causation, expenses, injury, lost opportunity and mitigation evidence, and calculate each procedural clock independently.
