Restrictive immunity
The Foreign State Immunity Law adopts immunity as the default but recognizes exceptions for express submission, qualifying commercial activity, employment, certain torts/property/IP matters and arbitration review. Diplomatic, military, central-bank and specified heritage property remain specially protected from execution.
