Current-law scope and cautions
- Road-testing requirements are permit- and locality-specific; there is no single national L3/L4 permit that substitutes for local road approval.
- Do not treat every autonomous-driving company as automatically required to hold its own Class-A mapping qualification. The key issue is whether regulated surveying/mapping activity is being performed and by whom.
- High-precision geospatial data, vehicle important data and cross-border transmission can trigger separate MNR/CAC/MIIT compliance routes.
