Creditor Filing · 02 Editorial guide
A creditor filing and a proof of claim are different workstreams. Establish the due debt and statutory bankruptcy condition for the application, then monitor court acceptance, administrator notices, declaration, review, objection and voting rights.
First job Explain when a creditor may seek bankruptcy/reorganisation and how claims are declared, verified and voted.

The first questions are about urgency, governance and preservation — before collection expands or interviews begin.
Direct answer
This page owns two connected creditor decisions that share one live URL: (1) whether a creditor can apply for the debtor’s bankruptcy or reorganisation, and (2) how to declare and prove the claim after a case is accepted. They are not the same filing. Application needs due debt plus the statutory bankruptcy condition and a competent court. Declaration needs the administrator’s announced window, a split of principal, interest, security and contingent amounts, and a path to object. Foreign creditors need identity, authority and translation discipline — this page does not invent legalisation shortcuts. Priority ranking is the next L4.

| Question | Why it matters | Next route |
|---|---|---|
| No case exists yet? | You may be the applicant. | Debt + insolvency evidence pack. |
| Case already accepted? | Declaration clock is announced, not guessed. | Administrator notice; do not miss the window. |
| Secured claim? | Proof and ranking differ. | Declare here; rank on Priority L4. |
| Guarantee as well as the borrower? | Two debtors, two files. | Map both; do not assume one proof covers both. |
| Foreign judgment or award? | Recognition may be a separate gate. | Dispute Resolution / this page’s foreign-docs row. |
| Want to buy the assets? | Different owner. | Cross-border / distressed M&A L4. |

Common failure points
Applying without evidence of the bankruptcy condition.
Missing the declared claim window because ‘HQ was translating’.
Lumping principal, penalties and unliquidated damages in one number.
Assuming a group guarantee is automatically in the same case.
Not objecting when the administrator misclassifies security.
