Once classification says a licence is required, the exporter (or authorised agent) submits an application to the authority named for that catalogue, typically through MOFCOM’s current dual-use licensing system for dual-use items. Expect technical specs, contract or PO, end-user and end-use statements, business credentials, and any extra documents the live notice asks for. Timing is not guaranteed; do not book the vessel as if the licence were already granted. Conditions on the issued licence must match the shipment. Customs will look for the licence at export. Technology exports may file without a container. Forms and portals change — use official pages, not this wiki, for the click-path.
