Matter routing

Identify the administrative act, remedy, authority, and deadline first

An administrative dispute should be routed from the specific act or failure to act, not from a general disagreement with government. Counsel needs the issuing or responsible authority, legal basis, service date, affected rights, available hearing or internal procedure, and whether reconsideration is optional, mandatory, or already underway before choosing litigation, reconsideration, complaint, negotiation, or another statutory route.

Questions that change the route

What act or omission is being challenged?
Identify the decision, penalty, licence action, compulsory measure, information response, registration, payment demand, enforcement step, or failure to perform a statutory duty, together with the authority and authorization chain.
Which route and deadline apply?
Record the date and method of notice, effective and enforcement dates, any hearing or objection, reconsideration prerequisite, competent reconsideration organ or court, jurisdiction, standing, and requested remedy.
Is urgent protection needed?
Assess whether execution continues, whether suspension or preservation can be requested, what loss may become difficult to reverse, and whether parallel regulatory, contractual, or criminal issues require coordination.

Evidence to organize first

  • Decision, notice, service record, hearing material, enforcement document, correspondence, and complete administrative file requests
  • Licence, registration, inspection, transaction, property, tax, customs, employment, or other records showing the affected legal interest
  • Event and deadline chronology, authority map, governing provisions, comparator treatment, loss evidence, and precise requested relief

Consultation preparation

What to send before speaking with counsel

A focused first message helps a lawyer assess fit, urgency, conflicts, and likely next steps. Prepare:

  • a short summary of the issue and the outcome you want;
  • a dated timeline, including any filing, hearing, termination, or response deadline;
  • the key contract, notice, correspondence, registration, or decision documents;
  • the names and locations of the parties so the lawyer can check conflicts and jurisdiction; and
  • your preferred working language and whether you need an initial budget or fee estimate.

Do not send originals or unnecessary sensitive data before engagement terms and a secure document channel are confirmed.
