Who owns the checklist?
Joint ownership is required. Trade, corporate, compliance, finance, product, data and destination teams own different files under a named programme lead.
Does a completed checklist approve the project?
No. It shows workstream status. The steering-committee record documents approval, conditions and triggers.
When should a workstream reopen?
Reopen it when a controlling supplier, BOM, process, country, importer, end-use, ownership, claim or legal rule changes.
