Beijing questions

How does Beijing apply the foreign-investment negative list at registration?

Beijing's official FAQ says investments outside the negative list receive domestic-equivalent registration treatment. For a restricted sector, registration may proceed when the stated conditions are satisfied; if the competent sector regulator has already granted the legally required operating permission, the registration authority does not re-examine those conditions. Investment in a prohibited sector cannot be registered. Always use the currently effective national or applicable FTZ list, not an archived edition.

Can a Beijing foreign-investment project require a separate local approval or filing?

Yes. Beijing's 2024 Foreign Investment Regulation says a project requiring approval or filing must apply under national and Beijing rules to the competent development and reform authority or, where applicable, the Beijing Economic-Technological Development Area, Beijing Municipal Administrative Center or Beijing Daxing International Airport Economic Zone administration. Company registration alone does not complete that project procedure or any national security review.
