Current-law scope and cautions
- China’s domestic ECA rules do not impose a universal 0.1% sulphur cap across every coastal ECA. General coastal ECA reference is 0.5% m/m; Hainan coastal waters and designated inland river ECAs use 0.1% m/m.
- IMO MARPOL global/ECA rules, domestic-equivalent methods and local MSA enforcement must also be checked for vessel type and route.
- CII/carbon-intensity obligations arise primarily from IMO/international and ship-specific regimes and are not the same as China’s domestic fuel-sulphur ECA rule.
