For non-sensitive direct ODI, central enterprises file with NDRC. Local enterprises with Chinese investment of USD300 million or more file with NDRC; local projects below USD300 million file with the provincial development and reform authority. MOFCOM separately uses approval for sensitive projects and filing for other enterprise ODI.
