Medical devices
A device's intended purpose, mechanism and risk class drive the regulatory route. The registrant or filing party owns lifecycle safety, effectiveness and quality even when manufacturing or distribution is delegated.
First job Confirm device class, registrant/filing status and responsible operator.

Key considerations
The first questions are about urgency, governance and preservation — before collection expands or interviews begin.
- What is the intended purpose, user, use environment, mechanism and complete product configuration?
- What is the current China class and registration or filing status?
- Who is the registrant or filing party, manufacturer, China agent, distributor and current event owner?

What this page decides
02
China medical-device compliance begins by defining the product's intended purpose, structure, mechanism, use method and risk, then confirming its current classification. Class I devices generally follow filing, while Class II and III devices require registration through the competent authority; the precise route also depends on whether the product is domestic or imported. The registrant or filing party bears lifecycle responsibility for safety, effectiveness and quality. It must control any commissioned manufacturer, ensure the marketed device matches its certificate or filing and product technical requirements, manage authorized distribution and traceability, monitor adverse events, evaluate signals, implement changes lawfully and recall unsafe products. A distributor agreement or overseas approval does not replace the China authorization and registrant system.

Which fact changes the next route
Use the fact that changes ownership or urgency to decide the next move.
| Question | Why it matters | Next route |
|---|---|---|
| Is the product boundary and intended purpose fixed? | Accessories, software, claims, user population and use environment can change whether the product is a device and its class. | Freeze the configuration and claims, then check current classification catalogues and any formal classification decision. |
| Does the supplied device match the effective filing or registration? | Design, material, software, production, intended-use or method changes may require change registration, filing or reporting before sale. | Reconcile certificate, technical requirements, instructions, labels, UDI and released configuration. |
| Who controls production and China-market responsibility? | Commissioned production and an overseas registrant's China agent do not remove registrant oversight duties. | Map quality agreements, licences, release authority, supplier control, information access and escalation rights. |
| Is there an adverse event, complaint or quality trend? | Individual reports can combine into a signal requiring investigation, field action, reporting, reevaluation or recall. | Quarantine affected stock where appropriate and open a documented risk and reportability assessment. |

Action, evidence, legal gate, output
| Action | Documents / evidence | Legal gate | Output |
|---|---|---|---|
| Define and classify the device | Intended purpose, indications, users, mechanism, components, software, accessories and risk analysis | Device status and current Class I, II or III treatment | Classification rationale |
| Build the authorized-state baseline | Filing/registration, technical requirements, clinical evaluation, labels, instructions, UDI and approved sites | Device as supplied matches effective authorization | Market authorization matrix |
| Map production and distribution controls | Registrant/agent appointments, production licence/filing, quality agreement, release, suppliers, distribution and traceability | Lawful entities and effective quality-system oversight | Lifecycle responsibility map |
| Manage change and post-market risk | Complaints, adverse events, signals, CAPA, change control, reevaluation, field action, recall and inspections | Reportability, authorization impact and risk-control deadline | Post-market action plan |

What to gather before the next call
These items help clarify the file; they are not a legal requirement list.
| Item | Why needed | Who holds it | Risk if missing |
|---|---|---|---|
| Classification and intended-purpose file | Establishes device status, risk class and regulatory route | Registrant, regulatory and clinical teams | Wrong filing/registration route or unauthorized claims |
| Registration certificate or filing and technical requirements | Defines the legally supplied product and performance baseline | Registrant or filing party | Marketed configuration diverges from authorization |
| Registrant, China agent and quality agreements | Shows lifecycle accountability and information/escalation channels | Overseas or domestic registrant, agent and contractors | Nominal representation without operational control |
| Production, supplier and release records | Evidence conformity and quality-system control | Registrant and commissioned manufacturer | Nonconforming product is released or root cause is untraceable |
| UDI, distribution and customer traceability | Locates affected devices and lawful supply paths | Registrant, distributors, platforms and users | Field action cannot reach the installed or sold population |
| Complaint, adverse-event and field-action file | Connects post-market evidence to reporting, CAPA, reevaluation and recall | Registrant safety and quality functions | Signals remain fragmented and risk control is delayed |
Common failure points
Where files usually break
Selecting a class from a competitor product or overseas approval without fixing the China intended purpose and configuration.
Treating Class I filing as a light-touch exemption from technical, production, traceability and post-market duties.
Changing software, material, design, supplier, site, intended use or label without testing the registration/filing consequence.
Assuming a commissioned manufacturer or distributor becomes the lifecycle owner instead of the registrant or filing party.
Maintaining certificate, product technical requirements, instructions, UDI and released configuration in inconsistent systems.
Reviewing adverse events one by one without trend, signal and similar-complaint analysis.
Waiting for confirmed serious harm before containing suspect devices and assessing reporting, field action or recall.
Decision map
Keep the question bounded.
- Fix classification and product boundaryDefine intended use, indications, components, accessories, software, mechanism, invasiveness and duration before selecting Class I, II or III treatment.
- Reconcile authorization and operationsMatch registration or filing, product technical requirements, labels, sites, manufacturing, distribution and UDI data to the device actually supplied.
- Control post-market riskConnect complaints, adverse events, trend and signal evaluation, corrective action, recall, changes, inspections and periodic lifecycle review.
