Matter routing

Map every processing purpose, role, data set, person, system, and transfer

A PIPL review should follow real processing operations rather than begin and end with a privacy notice. For each purpose, the organization should identify whether it acts as personal information processor, joint processor, entrusting party or entrusted processor; the people and data involved; the legal basis and necessity; sensitive personal information and minors’ information; collection, use, matching, disclosure, automated decision-making, retention and deletion; vendors and shared access; security measures; individual-rights handling; impact assessments; incidents; and any overseas recipient or remote access. Different products, employers, platforms and group entities may require different notices, consents, contracts and decision records.

Questions that change the route

What personal information is processed, for whom, and why?
Build a field-level inventory by purpose, data subject, source, system, entity and lifecycle; mark sensitive personal information, children’s data, inferred data, biometrics, location, accounts and identifiers; test necessity, minimum scope, retention and the applicable processing basis.
Who controls, receives, or accesses it?
Map processors, joint processing, entrustment, group sharing, public disclosure, platform and device access, vendors and subprocessors, government requests, overseas storage and remote access; allocate instructions, audit, assistance, deletion, return, security and incident duties in contracts.
Can the organization prove operational compliance?
Test clear notice and consent where required, separate or written consent, withdrawal, access and correction, deletion, account closure, deceased-person requests, automated-decision safeguards, impact assessments, permissions, logging, training, retention enforcement, breach response and transfer mechanism.

Evidence to organize first

  • Processing register and data-flow diagrams linking purposes, fields, data subjects, sources, systems, entities, recipients, locations, access paths, retention periods and deletion events
  • Layered notices, consent and withdrawal records, necessity analysis, sensitive and minors’ information controls, individual-rights procedures and request logs, automated-decision records and personal-information protection impact assessments
  • Vendor and data-sharing agreements, overseas-recipient and transfer files, access and change logs, security standards, testing and training, retention and deletion proof, incident chronology, notifications, remediation and governance approvals

Consultation preparation

What to send before speaking with counsel

A focused first message helps a lawyer assess fit, urgency, conflicts, and likely next steps. Prepare:

  • a short summary of the issue and the outcome you want;
  • a dated timeline, including any filing, hearing, termination, or response deadline;
  • the key contract, notice, correspondence, registration, or decision documents;
  • the names and locations of the parties so the lawyer can check conflicts and jurisdiction; and
  • your preferred working language and whether you need an initial budget or fee estimate.

Do not send originals or unnecessary sensitive data before engagement terms and a secure document channel are confirmed.

Submit an initial enquiry.
