Matter routing

Map systems, operators, classification, controls, suppliers, data, and incident duties

Cybersecurity compliance should be built from the systems and services actually operated in China. The assessment should identify the network operator and responsible entities, business and technical boundaries, network-security classification and protection work, possible critical information infrastructure status, data and personal-information dependencies, users and privileged access, suppliers and cloud services, monitoring, vulnerability and patch processes, backup and recovery, continuity, content or real-name duties where relevant, and the current reporting routes for incidents. The 2025 revision of the Cybersecurity Law took effect on 1 January 2026, so policies and penalty references should be checked against the revised text rather than an archived version.

Questions that change the route

Which systems, services, operators, and regulatory classifications apply?
Inventory production, corporate, industrial, mobile, platform, cloud and outsourced environments; identify legal operators, owners and administrators, users and locations, network-security protection level, critical infrastructure or sector status, licences, connected entities, data classes and regulatory contacts.
Are baseline controls designed and evidenced for the real risks?
Test governance and named responsibility, asset and account management, least privilege and multifactor access, secure configuration, segmentation, encryption and key control, logging and monitoring, vulnerability and patching, malware defence, development and change control, supplier access, personnel controls, backups, recovery tests and continuity.
Can incidents be detected, contained, preserved, and reported?
Define severity and escalation, round-the-clock contacts, containment authority, forensic preservation and chain of custody, affected system and data analysis, service recovery, internal approvals, public-security and cyber or sector reporting, notices to affected parties where required, communications and corrective-action tracking.

Evidence to organize first

  • Entity, licence, system, service, asset, network, data, user, interface, supplier and regulatory-classification registers with diagrams, ownership and accountable contacts
  • Security policies and standards, classified-protection records, risk assessments, access reviews, configuration and change evidence, vulnerability and patch logs, monitoring alerts, vendor diligence and contracts, training, backup and recovery test results
  • Incident response and reporting plan, contact and threshold matrix, exercise records, chronology and decision log, logs and forensic images, containment and recovery evidence, regulator and affected-party communications, root-cause analysis and remediation closure

Consultation preparation

What to send before speaking with counsel

A focused first message helps a lawyer assess fit, urgency, conflicts, and likely next steps. Prepare:

  • a short summary of the issue and the outcome you want;
  • a dated timeline, including any filing, hearing, termination, or response deadline;
  • the key contract, notice, correspondence, registration, or decision documents;
  • the names and locations of the parties so the lawyer can check conflicts and jurisdiction; and
  • your preferred working language and whether you need an initial budget or fee estimate.

Do not send originals or unnecessary sensitive data before engagement terms and a secure document channel are confirmed.

Submit an initial enquiry.
